They are in a position of power but they don't take responsibility. They told me to come back on Monday to pick up a visa, I got there in the morning, they told me to come back at 1pm, but it wasn't ready when I got there at 1pm. He said he'd call me when it is ready, he never did. Luckily this was only for tourism, but people that are there for more serious matters are probably having a hard time too.

Not helpful at all. God help you if you were born in Peru and have no ties or contacts in the country!!!! What a shame!!!!! They expect people to run to Lima for a birth certificate!!!!!
